I haven't seen the Project anime, but the manga is pretty good. As well as they made some great Vocaloid songs for it.

Casper , I guess the anime style and has to come from Japan. So if an american in America want to make an anime. It wouldn't really be one since anime is just a word for Japanese cartoons.
